Battle.net insists I need to "Complete Your Account"

I seem to be unable to make any purchases. I have tried via multiple browsers, as well as the battle.net app. I have also tried both my home ISP and my phone(with Wi-Fi disabled). This applies to any purchase attempt, of any item. All attempts lead to a message to “Complete Your Account”. “We need some extra information to complete your account before continuing.” When I hit continue, it merely appears to reload the same page. I have submitted a ticket, but was referred here after the standard “do you know internet” response. If it matters, Ticket Number: US80633581
