Battle.net app not downloading completely

After uninstalling the app to hopefully fix errors that occurred and couldn’t update Warzone, I am unable to download and start up battle.net app. Plus I cannot submit a support ticket

BLZBNTBTS0000004A tried every issue listed on the site. This has been going for a few months. Even with a new PC out the box nothing worked.
