I am giving up. Spend 4hrs now trying to get this sorted. I did all the recommended steps, checked all the logs, and did my network checks. Nothing is blocking it; the app is just not downloading. After it starts, it goes straight to 25% and is stuck. I have made multiple attempts on two different machines and two different networks. same issues. both systems on Windows 10. All updates applied. This issue has been persistent since the most recent hotfix.
Stop to 25% ? Just like that ?
What is your network connection ? (Ethernet Cable ? WIFI ? 5G ?)
What security suite (Antimalware, Firewall, have you installed ?)
Have you tried updating your Network driver ?

I have the same 25% problem. Tried all possible fixes mentioned on this forum.
(including this script bellow).
Tried on different PCs , without firewalls, without antivirus and same 25% problem occurred.
Please fix this Battle.net downloader or include direct link on your web site to Zip file containing Battle.Net.
That’s surprising i do not encounter that on my machines.
Have you tried upgrading your Network driver ? (Use Driver Booster from Iobit if you are not sure)
What type of connection are you using ?
What’s the result of this diagnostic ?

No I don’t need to upgrade anything.
I was able to use my current PC configuration to use Battle.Net and play all Blizzard games for years.
Something else changed in the last 5 days.
I tried Battle.Net setup on my Win10 PC and other Win7 PC, not works.
I even tried on my all other windows virtual machines, and not works.
And finally I figured it out, by pure luck.
I used my Win10 virtual machine and opened VPN channel to non European VPN (Serbian server) and it works.
Wow, It looks like Battle.Net setup is blocked in EU countries by ISPs.
I am in EU (Croatia).
So now when I start Battle.net-Setup.exe on my Host PC I get 25% error: BLZBNTBTS00000028
and When I start Battle.net-Setup.exe on my vmWare Guest PC with VPN on Serbia It works.
I can provide screenshot for this , but I don’t know how to insert it here in forum.
Now I need to figure out how to copy Battle.Net files from my Guest to my Host PC.
I hope I wont need VPN to Serbian or Russian servers to play Blizzard games.

Ok then it’s ISP issue.
Before to try a VPN, you should try to just replace your DNS by Free neutral uncensored one. It’s easy to setup ^^
Location of required files :

=> This one is critical, that's the folder i remove to force it to reinstall itself.
