Is there a setting that will allow you to play a full skirmish with all available units in the Warcraft 1 Remaster? I can’t figure out how to build anything besides the barracks and lumber mill.

You can set race, map, and allowed units in custom games.
The campaign heavily restricts your units based on the level.
Right, but how can I change the level so that I can build blacksmiths, temples, etc.?
For campaign you can either cheat or beat the level normally to unlock the next mission.
For custom games, you just need to make sure not to turn things off.
Also, the advanced menu structures all require at least a Lumber Mill. The tower (a caster structure) also requires a Blacksmith.
