Cannot login through web and app from my PC. Site shows 403 error and app - blzbntbna00000a8d. But still I can enter from my phone. How can it be fixed?

I finished all the steps. I mean all of them step by step. But “blzbn” error still there. As 403 while trying to login
I forgot to tell that I still can watch the store and news on site from PC but cannot login. Same thing with entering Diablo 3 (deleted that, because was very upset)

Did that. And yeah, I had parent control
But my problem still there 
And I can’t create the ticket about connection. It says “error occurred. That may be temporarily so try later” for at around 16 hours
