I doesn’t solve the issue, it’s a one-time workaround and only for that character.
Blizz needs to get off their asses and actually fix this.
This didn’t work for me. However, I did find something that should work, no matter what, no questing required: Make a spare starter account, make a character there in Cataclysm Chromie Time, group with them, and activate Party Sync. This should force Zidormi to appear, and you can ask her to send you to pre-BFA Undercity.
Strangely, the Earthen I did this on has no plague fog in the Ruins of Lordaeron, while my main who I “properly” did the BFA intro and Shadowlands outro on does have fog, even when in the past and not taking damage.
Edit: Plague fog seems to reappear on relog, though it still doesn’t do damage. And I can now confirm the method works on Alliance as well.

The fact that I originally made this post 4 years ago and it is STILL giving people problems is astounding to me.

Can confirm, I have Horde toons who are stuck with Blighted Tirisfal and there’s no Zidormi.

Just found this problem on my Pandaland Remix too. Geez.
I was having this issue as well playing the Horde, Zidormi wasn’t there.
I tried something.
I went back to Org, started the BFA storyline, unlocked the Great Seal. (didn’t pick an area to quest in)
Took the portal back to Org, went back to Chromie when changed timeline to current. I went back through the portal to UC/Tirisfal Glade and Zidormi was back.
Perhaps if people are having issues, try setting Chromie back to Current timeline.

This is still an issue. All I wanted was to do the Pilgrim’s Bounty ‘sit at the table at the enemy faction cities’ achievement.
As Alliance, traveling to Deathknell does not work to put you in the correct phase. Your character will end up phased into destroyed Undercity with an “disguised” debuff. No Zidormi.
I heard that doing the BFA starter quests might fix it, but “Tides of War,” the BFA campaign start, is not even appearing on my minimap in Stormwind. I only found it because I realized the random guard standing next to the Hero’s Call board could give it to me. After doing this intro quest and choosing “I’ve seen this before” to skip the first part of the BfA story, I saw Zidormi’s speech bubble icon appear on my minimap for Tirisfal Glades. It was obscured when I reached Tirisfal and my minimap updated to the destroyed version, but the NPC was actually there this time and I could tell her to put it in the old phase and I could get my achievement.
Listen, I love WoW. Huge fan. But this years-old game’s coding is falling apart at the seams. Bugs reports sit around unaddressed for literal years, bugs that lock players out of content or force them to search online for unintuitive solutions to their problems. I have been discovering a plethora of old bugs due to being an achievement hunter that enjoys old, low-level content. If Blizz has been firing QA staff or bug-fixing teams, it’s obvious.

This is INFURIATING. I’m trying to do the ******* DK class campaign from Legion, which directs me to UC. Zidormi wasn’t there, so I did the introduction to BFA (way too long). Zidormi is there now, but there’s no ******* option to switch to the old zone. WHY IS THIS HAPPENING? Why is this ******* thread 4 years old and the issue hasn’t been resolved? I do not want to do any extra quests that I’ve already done on my main just to progress in an entirely separate questline. Why hasn’t Blizz even responded acknowledging this issue?!
