If they are doing it that infrequently it is impossible for it to be what they were reported for. It was 100% spamming DBM in a pug. There is no way it was anything else.
Why wouldn’t you get a warning for that if you’re doing it to strangers that report you for it? It is extremely heavy spam and whenever it happens in my groups it’s so distracting that I can’t focus on my gameplay experience at all. They talk about personal problems and stuff like that, but they don’t really care about other people. This is why they get a warning. Start to care about other people. I do report people for spam when they use that addon. I cant be bothered to simply ignore them individually. It IS spam and it is reportable. Reporting automaton spam both squelches a bad player and cleans up the community.
You may get squelched - which is an automated temporary silence when too many people report you in a short amount of time, but if that is indeed all that’s happening, it will be reversed.
And yes, you are allowed to advertise profession services in Trade Chat.
That said - if there’s one thing I’ve learned, it’s that people complaining about possible/taken actions on the forum usually aren’t telling the full story, so excuse me if I’m a bit apprehensive. 
If it’s in /say or /emote, then I could see it, as that would be spamming everyone not in your group. (This is the most common channels for people to use, so it’s not surprising)
I know I’ve seen at least one case of someone with evidence (on reddit a few months ago) being suspended for announcing interrupts in /say and their M+ group reported them.
I’ve never seen someone (with evidence) stating they were suspended for saying it in instance chat though.
Though who knows, for all I know it’s considered spam regardless, but it’d be ridiculous to mark something functional that portrays information to your group as spam.
How would it be ridiculous to mark automated spam that happens in response to mechanics directly as spam? It is what it is. It’s also a cheat. Why are even the CMs in this community disingenuous about what is happening? The blue that was referred to said it is objectively a form of spam and if they are using it in public groups, to “maybe stop.”
It’s one thing to do it in a party of people who you know are okay with sanctioned cheating, but to put it on others invalidates their entire progression in this game. I play to improve without cheating, you play to get by at any cost.
It is in no way cheating to tell people you interrupted. Lmao.
It’s no different than if you made a macro that said in chat every time you pressed your interrupt key “Used my interrupt.”
It is though? If you macro’d it you would have to be 100% deliberate with your button input. The addon only announces on successful kick. You are being disingenuous and promoting automaton as a CM.

It is spam, why wouldn’t I report a disruptive player who is spamming when it is one of the only two valid reports in chat?
I don’t want you people playing this game, because it takes away the integrity of the challenge the devs are trying to make with dungeons. Why wouldn’t I report someone using automaton spam to largely trivialize difficulty?

The degree of willful suspension of coherent thought you would have to employ to accept your opinions as correct is truly astounding.
Your position is analogous to someone saying that it should be illegal to do something, and that the lawmakers clearly agree with you but only don’t change the law because everyone else would complain, but then report them anyway as if it IS against the law even though it is demonstrably not.
Even if you actually believe that and actually report people for it, which I doubt in any case, you and the two other people in existence who agree that using add-ons allowed by Blizzard in a manner they have been used for a decade and a half is somehow against the rules because you think it should be aren’t enough to get someone silenced.

So an update. Its happened again. Warned for language. This time I haven’t done instanced content outside of with guild/friends so I know its not my interrupt announcement. I also obviously haven’t used bad language. Which narrows it down to selling profession services in Trade Chat.
If I open a ticket do you think a gm could find out who has been reporting me and maybe have actions taken against them for harassment?
