Sounds right to me, after wrath was the huge stat inflation. Where we saw lots of things like mastery, and damage modifier stacking start to exist as a foundation for a lot of specs. Subtlety for example gained Armour Penetration in the form of the new Find Weakness, and the first iteration of bleeds increasing damage by a flat 15% modifier or something like that. before the closest to that was the hemo debuff increasing physical damage taken. As well as mastery existing for the first time, increasing output by a % for finishers.

Cataclysm wasn’t a huge offender, but it was the first big step down this path we’re on now.
