Yes its less loot overall. That was clear from the beginning. The idea is that the loot that drops should be a guaranteed upgrade as long as you are running appropriate content. Removing alot of the RNG aspects of it due to WF/TF and allowing you to put in the effort to getting a better weekly piece for your great vault item every week is a step in the right direction.
