I think people will dislike the game play. Simply put, given the way WW works, WW monks are heavily incentivized to press their buttons immediately instead of holding them. This is due to our damage being loaded into our chi spenders which have relatively long cool downs on them. Additionally, our rotation revolves around cool down reduction, meaning we want our abilities to always be on cool down.

The tier set bonus inevitably promotes holding crucial damaging abilities for the proc, but WW monks by design do not have a reasonable “filler” rotation they can use while waiting due to the nature of our energy regeneration, chi, and hit combo.

Because the tier set bonus can proc at any time, you have to account for all of the possible states of your abilities, whether they are on cool down or not when the proc occurs. However, due to how WW is designed, there are too many possible states of abilities being on cool down when the proc occurs for average players to make reasonable decisions on how to spend the proc. It just ends up being more complicated than it needs to be, so the bonus should be changed.

Even after narrowing the cases, you have to strongly consider Rising Sun Kick, Fists of Fury, Whirling Dragon Punch, and likely Harm/Energizing Elixir. That’s 16 cases alone in just ST without considering these cases again in 2 target and hectic add cleave situations.

A huge thing that has to be considered is whether Expel Harm is counted as a damaging ability with regards to the tier set bonus, because that will determine which combos are possible during the 22% damage amp without changing our level 30 talent from Fist of the White Tiger to one of the other two. If Expel Harm does not count as a damaging ability with regards to the proc, this creates two problems: 1)It counts for hit combo so why wouldn’t it count towards building stacks? We now have one less ability contributing to building stacks of the tier set bonus 2)Now we have to manage our cool down of Expel Harm so that it is always available when the tier set proc occurs so we have 6 effective chi, but even that’s not enough for the most effective AoE combo, forcing Ascension (which wouldn’t be a big deal except that you also have to somehow always have 6 chi when the proc occurs which is another juggling nightmare) or Energizing Elixir. If expel harm DOES count as a damage spell, which it technically should since it triggers hit combo and deals damage, then we are even more resource limited during the damage amp window, and 7 chi spenders are only possible half of the time since they can only be done with perfect chi pooling before the proc AND energizing Elixir has to be off cool down. The ideal coding of Expel Harm would could be so that it contributes to building the 10 stacks but does NOT consume the damage amp (which seems to be a pain to code).

Anyways, a lot of ideal combos to use during the damage amp proc are going to be impossible because not only is it extremely unlikely for WW to reach exactly maximum chi at the time of proc, but we do not have enough chi generating resources which don’t deal damage to perform ideal spender combos during the proc because they cost too much chi. The tier set bonus is inevitably going to proc outside of chi cost reducing effects such like WoO or BDB. So without changing our level 30 talent, the only reasonable combo is RSK, FOF, WDP = 5 chi. However, you will inevitably gain the tier set proc again before WDP is available due to situations like Invoker’s Delight and/or Lust.

Moving on to analyzing possible combos during the damage amp, we clearly want to use only chi spenders and no chi builders (such as tiger palm, chi burst, or fist of the white tiger) since they don’t deal as much damage. The problem is that our only “safe” chi builder to use during the proc would be Energizing Elixir, which can only be used once per 45 seconds (therefore we can’t even rely on Energizing elixir as a chi builder for every damage amp).

So assuming that WDP is on cool down when you get a proc, in an AOE scenario, you’d likely want to use SCK, FOF, SCK = 7 chi, but you could only use this combo outside of chi reducing effects if Energizing Elixir is available, and it will not be always be ready.

An alternative is SCK, RSK, SCK = 6 chi, which would force you to have to stack up to 6 chi at the perfect time of the proc (to not risk using the damage amp on tiger palm/expel harm/chi burst) causing you to have to play ascension but somehow perfectly time your resource generation. Or again, you won’t have Energizing Elixir always ready. Or if they code an ideal Expel Harm for us, which is unlikely, then you would still need to perfectly stack up to 5 chi before the proc and then use expel harm in between your spenders.

With this alone there is a ton of undesirable behavior without even getting into having to consider edge cases where breaking hit combo would result in more DPS than maintaining it. For example, if you do a combo like X, SCK (which procs Dance of Chi Ji), you’d have to calculate all of the cases like is that non hit combo dance of chi ji spinning crane kick versus which abilities are or aren’t on cool down, adding a ton of more complexity. For example, it might be better to use that SCK without hit combo if FOF is on cool down, but you would rather use FOF, or it might boil down to the number of targets. Another example where it suddenly becomes much more desirable to break hit combo because of the tier set is like what if RSK, FOF, and WDP are nearly available and you just used Tiger Palm which put you at 9 stacks. Normally you would probably wait out the cool down instead of using Black Out kick because you want to have enough chi to use RSK/FOF but now the tier set bonus is forcing you to use another ability to proc the damage amp. So, in this situation you would have to determine on the fly if using black out kick would reduce your chi by too much to use the combo you were planning to use (dependent on your chi reducing effects) or if you need to use another tiger palm regardless if you are at max chi just so you can trigger the damage amp without spending any chi so you have enough chi to do the intended combo. It’s a big mess really in my opinion. I can’t imagine reading the priority list for all possible chi and stuff like that.

TLDR
1)Too many cases to consider of abilities being on or off cool down at the time of proc to make reasonable decisions about spending the proc
2)WW monks by design cannot reasonably delay abilities because not only do we lack a “filler rotation” to use while delaying, our rotation is designed around cool down reduction.
3) WW monks by design cannot suddenly have maximum chi at a very specific moment in our rotation that aligns with the damage amp proc
4)Even if we somehow have max chi at the time of proc, WW monks do not have the chi building resources necessary to respond to the proc in an ideal way because desirable combos cost more then our effective chi in best case scenarios

  1. I don’t PVE as WW alot, boring playstyle with necro imo, but it really isn’t that difficult to hold onto #2
  2. WW may be a spec that relies on CDR, but it’s also a spec where you can setup your rotation in a way that can you are able to hold onto your “Big abilities” for a certain situation. It’s just hit combo weaving with your mastery.
  3. We can have “maximum chi”. People seem to really forget Energizing Elixir is a thing because it hasn’t been strong in a while. It’s there. We can use it. We don’t need to play ascension, and if filler is your issue then FotWT is an ability that exists.
  4. If you can get the 4p to pop, you have the ability to use it. It doesn’t matte rif it’s ideal or not.

Also has anyone not realized that you could just tap your CJL 10x to get the proc lmao. Like you can just passively set it up as you need without using ANYTHING.
