Almost any source of gear has a chance to drop some Warband gear that can be literally any piece of type. It is intended you share the gear with any alts to help them level up.
For instance I got a piece last week in delves, and two this week in LFR.
The Warband gear doesn’t short you any pieces you would have otherwise obtained, instead it’s more like a free bonus.
