It did not for me 
been working on Operation Shieldwall and it still decreased after gaining rep. As far as I know, Operation Shieldwall itself is still bugged. Unaware of the other reps as this is the only one I need :< I’m 1850/6000 friendly… been spamming tokens. Glad your rep is fixed though ^-^

By the way, the way I got arount the reputation issue was to start doing the dominance/shieldwall dailies, until I got to the revered bar, which then opened some quests for me and helped me to continue the chain. I also started turning in coins at this point, which made me progress walf-way to exalted. I was not expecting to get exalted at this point, and I dunno what happened, but as soon as I turned Samuro’s quest, I got exalted and the achievement. I just bought all the ensembles and it works.
I really hope everyone gets their stuff!
