It just seems to me that it’s a far more streamlined operation to have a unique buff be appended (or refresh) instead of overwriting. It would keep the spirit of RNG and you would still have the depth of working WITH the buff you get AND it would reward you for up-time and Restless Blades interaction.
Honestly they should take RTB off the GCD or delete outright.
There is no fun or interesting game loop associated with it when you need addons to manage it.
I’m with the “delete it and roll the normalized buffs into the kit as passives” idea.
It isn’t adding anything more than a maintenance button at this point. We already get passive procs, might add well just automate the whole thing at this point.
The problem is that they would have to actually try to design another end cap talent and be… CREATIVE. And as we all know at this point, our class designers are currently off in Narnia, forgetting they have an actual job they have to do.
Yeah when they made a talent like CTO come to fruition it was an admission of guilt that RTB is not fun to play around with.
Expanding Count The Odds to completely take over all RTB functions is the future IMO.
I would be pretty happy removing RTB altogether, but knowing Blizzard, that’s never going to happen.
I’d just add the majority of RtB buffs into the spec’s stats with the exception of Ruthlessness (Shark infested waters) and Broadsides being passives you would talent into.
I still don’t see the issue of bringing back something like Expose Armor and getting rid of the joke that is Summarily Dispatched for Bandit’s Guile.
Heck, I wouldn’t even mind stealing Rupture from Sin at this point.
Buried Treasure can be rolled back into AR since AR scales with haste now.
Jolly Roger can be rolled baseline into Sinister Strike so Sinister Strike feels fun to press in PVE again.
Grand Melee can be rolled into something else for extra damage.
Broadsides should be a CD talent IMO which makes it a mini version of Shadow Blades.
True Bearing is rolled back baseline at a reduced rate.
RTB really doesn’t need to exist. You are still juggling BTE and Dispatch as finishers along with Blade Flurry management.

Sin and Sub are both pretty polished in terms of their fantasy aspect of the specs driven through rogue. but the pirate outlaw crap is so forced its not even funny and there is 0 flare to even remotely make it feel pirate like aside the pistol which has 0 mog, 0 weapon option, anything fun. wheres the bombardment aoe call from a pirate ship or something? throw down a keg for the group or raid that acts like a bloodlust. point being outlaw is stupid and should be removed from the ROGUE fantasy. its a stealth class, stop the swashbuckler crap that got left behind in legion where it started.
lazy rogue players still crying about a free buff. Yall too worried about .5-1% damage loss. Its insane. I highly doubt you are all world first raiders in highly competitive guilds. I swear RTB isnt that bad. Just change where you have your buffs located on screen so you dont need to make a thousand WA to know this stuff

Repeatedly seeing people reference “0.5-1% gain in dps” without recognizing it’s not a damage buff we’re worried about just makes me laugh a bit.
It, in tandem with our stupid RNG, is the difference between 2 sinister strikes and 7. The difference in 90 and 315 spent energy just to get your next spender off.
Even sans the SS RNG, it’s still the difference between 3-4 and 7 SS casts. So, still 135-180 energy vs 315.
One of these puts you in a deficit. Not having 2 or 3 of those specific rolls, at least some of the time, makes our kit entirely non-functional at the core.
I dare any of them to run without Loaded Dice, CTO, and without touching RTB once, and try to do a dungeon. Cry to me then.

wake of ashes for ret paladin has 3 talents to make wake of ashes works, and wake of ashes is the core engine to ret paladin
pillar of frost is core to frost dk and it has alot of addition to make it function
sin has multiple talents to make envenom work along with its bleeds
unholy has so many pet buffs to make its pet does damage
of course outlaw isnt going to function if you dont run loaded dice, cto and not press its core engine button. thats like saying, play ret paladin without touching wake of ashes once. cry to me then.
yall need to legit stop blaming your poor performance on every excuse and actual get good. every spec in the game has one or multiple abilities that need multiple talents from the talent tree to work. thats the point of talent trees. the fact people dont understand that STILL is very telling.

The worst is the equate RNG from other talents (eg Ace up Your Sleeve) with RTB RNG without even being intellectually honest.
RNG that is bonus damage is not on the same level as RNG that a spec relies on for average damage and if that tanks the spec nose dives.
That is why RTB is the worst designed concept in WoW today and why it was slowly phased out of existence for Elemental Shamans. The fact that the concept was imported from Elemental Shamans into Rogues is a travesty to begin with because Rogues use combo points and energy and not mana like Elemental Shamans did.
Again, with this ‘core engine button’ nonsense. The difference between other class specs and their marquee abilities is that there’s a tangible difference in those abilities when they’re talented.
Roll the Bones does not do that. Because Outlaw has been nerfed so much in energy and having its CP generation tied to RNG, you need to talent for Roll the Bones despite a majority of the buffs having zero impact on how the spec plays.
Broadsides is probably the only buff from Roll the Bones that still has some teeth, but the others could be dissolved into passives, and nothing would change.

talent trees are design to be like that, its not a admission of guilt. its just how talent trees work. 70% of the talent tree is just stuff specs had baseline and got while leveling up pre df. the fact no one noticed this is concerning, its even more concerning if you did notice and using it to push bad faith arguements
