The delay between target being under 15% and ToD being usable is so bad that you can lose that killing blow opportunity way too often.
Do you think they will ever fix this?

Just gonna submit a bug report every week, maybe one time it will get read.
Im sure its an ignore problem until they redesign it to avoid having to fix it. Look at nimble brew an amazing PvP talent where you could hand other players a trinket that NEVER worked thru almost 3 entire expansions to the point where they just gutted it.

People don’t understand that the trigger is because of slower globals back in MOP/WOD.
And it was never changed to match the faster globals that the game has now.
Prob won’t get fixed.
