This makes me wonder if you actually read the book. They repeatedly had her flat out declare she is not part of the Alliance. It was made very clear that she did not see herself as part of the Alliance. The only organization she showed any loyalty to was a neutral one.
Nope. She is not part of the Alliance. She has not been a member of the Alliance since the fall of Lordaeron. She is part of a neutral organization. People need to stop equating being friendly with a member of the Alliance as actually being Alliance.
