While I agree with your overall point, there were some other decisions made that I think were also very controversial with Legion. The reason why Legion is still my most disliked expansion had nothing to do with the content which they did great on, but I still miss my favorite spec before they deleted it from the game. They promised to retain it within MM, but have failed to do so and failed to recognize how the two fantasies and playstyles classes against one another.
It’s pretty unfortunate, as it soured me towards what otherwise would have been a really interesting expansion imo.
