Rarity? The only rare thing about PI build in SoD was seeing a priest that didn’t have it. No one was playing holy in SOD until BWL.

In 20 years of playing WoW the only place I have actually seen these so called “guilds that are going to require XYZ” are on the wow general forums. For some reason these “guilds” never actually manifest themselves in the game.
Something about trying to organize 40 players to show up on time is difficult enough without having to verify individual specs.
Maybe if you’re in a guild pushing speed runs but if you’re in that type of guild why would you be mad about those expectations?
Yes, if they are raiding as a healer not being optimal is a loss to the raid.
Let’s be real now, for the vast majority of raids, whether your priests are specced 31 into disc for PI or 30 into holy is not anywhere near the top of “non-optimalities”. And if you’re in one of the guilds where that matters, you don’t need this forum for advice or raid optimization anyway.
So the answer to the OP is that for the bulk of Classic players in casual / semi-casual groups, a priest would use their 2nd spec for a PvP spec or farming DPS spec to save gold and time, that’s what I would have done in 2019 if it were available, not bother with keeping 2 raiding specs at all time.

Getting more healing is irrelevant
Holy spec isn’t necessary on any boss ever. All the good guilds run PI priests.

the point is now every raiding priest will be required to have PI on one of their dual specs by any competent raid leader. this was not the case before i do not care how it was in SoD.
