I’m guessing they didn’t want one racial to be better then the other. There is also the matter of trying to maintain racial uniqueness.
Fun fact, just because something has wings, doesn’t mean it can fly. There are a lot of large winged creatures too heavy to naturally fly, but with the right conditions can use the wind to glide/soar from place to place.
