They weren’t. They were shifted to S3 content. You can get 4 full keys from the Weekly Pinnacle, Phase quest, K’aresh special assignment and Ecological Succession. The older weekly activities give 50 shards up to 200. That means you now can get 6 guaranteed keys per week.
