Ilvl parses are skewed by the population within that ilvl, if you have.
1000 parses paladin totals, and out of those all ilvls you parse 950, you’ll have 95%.
Ilvl parsing means if those within 482 and 484 ilvl have anywhere between 920 - 970, you’ll end up smack in the middle with 50% parse.
Which as you can see, the player in question isn’t a 50% blue parsing paladin, he’s a 95% parsing paladin.

The point you are making is irrelevant, if your melee team is composed of 6 melee, 1 is out of the WF group, yes? That 6th should be a ret pally… and don’t tell me you won’t have 6+ melee in raid.

Yes, they’d rather take 2 enha, 2 assasins and 2 havocs before taking a first ret pally, that’s how low it is.
Representation is pretty irrelevant to how good a spec is.
