Because their ST damage wasn’t as good as other options.

Well looks like their utility didn’t make up for ret lower dps, then if that is the case, then the utility is not worth the dps loss.
Ergo, the dps bust be buffed to balance it out.

When building melee groups and having other classes with better damage gaining more from windfury is considered.

Ret is self-sufficient and does NOT need windfury, so this doesn’t make any sense.
