That has nothing to do with it, unless you think that about Arthas, which was the WotLK poster boy, or Kael, or a “random Dwarf and a random Kaldorei”.
Or you think that about Death Wing.
The only one that might have some slightly related “all this crap you said sounding like a crazy person” is Taran Zhou from MoP.
And even so, that is not the reason any of them are in the promotional material of any xpac.

It has everything to do with it. It’s further proof of shoddy story telling when you have to dig deep to pull a random character from the story to try to lend credence to the lore, then give him a slew of throw away lines to progress a narrative that has absolutely no grounding in lore pre-8.0
It was a very lame, shallow, attempt to tie SL into the overall narrative and is an abysmal failure at best. It’s common practice to use ADR and “throw away lines” to splice bits of story together that don’t clearly connect in the viewers mind. But it only works when there is in the very least logical reason for the character(s) to be present at that time and reason to say the throw away lines other than to simply cover up obvious plot holes.
No amount of excuses can make up for it. Bolvar was a hack choice and given his lack of connection to the overall story arc of WoW any npc could have been used and given the same throw away lines and it would have had the same effect. Fundamental rules of writing were broken horribly and it shows.

If he were so key, with such great amounts of knowledge about what the Helm truly was and how it worked then:
- why did he sit with it on his head for 15+ years and not warn anyone at all?
- why didn’t he summon help when he had to know Sylvanas was coming for it?
- why didn’t he use it to command all of the Scourge to assist him in defending it from her?
- why would he be so surprised when she broke it, thinking instead that she would wear it?
He had no insight to any of this, yet suddenly once the Helm is broken he knows or has ways of learning everything we need to know. Convenient.
Not buying it. Bolvar is one big course correction tool used incorrectly to steer a narrative that falls on its face in terms of linear story telling.
Any NPC could fulfill his purpose, without turning the Helm into some cosmic teleporter/walkie talkie/Jailor magnet in the process.

This is what should have happened instead of “express delivery to Zovaal.” It would have been infinitely more interesting.
If it were possible to burn Bolvar any more than he already is this would have sent him to the nearest burn unit.
The Helm of Domination died for this. If we could go back in time and make sure Tirion put on the helm, Shadowlands probably wouldn’t have happened.
If the Jailer could dominate the Lich King anytime he wanted, why didn’t he just “assume direct control” of Bolvar and the Ebon Blade, command them along with the Scourge to wash over Azeroth in a wave of undeath?
The armies of Azeroth have been depleted by constant wars and almost Armageddons (I believe it was mentioned in BFA both factions were running out of soldiers by the end.) It would have been so easy to overwhelm them and raise new forces for every soldier that fell. The Jailer could have screwed us over royally without leaving the Maw and Sylvanas could have found some other way into the Shadowlands with us the champions tailing her.
Because they knew how much people hated slyvanas by end of bfa. If she was liked she would be on promo material

The same reason why anduin/sylv were on bfa and illidan was for legion when gameplaywise magni with a caption of HEAL THE WOONS CHAMPION, and Khadgar would have been more fitting in retrospect.

I guess someone didn’t do “Onyxia Attunement” quest chain back in vanilla or wasn’t lucky enough of even witness someone else doing it since it was well before all the phasing tech and EVERYONE could see him in action during that quest.
