That’s the problem, the redesign was promised for this expansion, multiple times at different time periods and it just never came. Strait silence on the subject. They acknowledged that enhance was really messed up, and even elemental and resto needed work and promised they were overhauling the class like they did a bunch of other classes for BFA release but then they just never did and that was it. No 8.1 changes, no 8.2 changes. Nothing except seriously heavy nerfs that just made things even worse.
