Blood elves difficulty tick a lot of the boxes for the high elf fantasy. Metzen even said they were the high elf concept given a facelift and twist.

• Immersed in magic
• Fair skinned
• Lithe and exhibiting beauty.
• Generally distant from humans
• Heightened reflexes that make excellent rangers

Nightelves tick the boxes for wood elves.

• Living in woods
• Defenders of nature
• Able to call upon nature for power and abilities

As this person pointed out, any role the Exiles have is already filled. Alliance high elves are redundant.
