A change that I would find to be huge QoL would be to make Mind Flay: Insanity castable while moving similar to an Arcane Mage’s Arcane Missiles Clearcasting proc with Slipstream.

Too many other classes already have that gameplay feature. It would make them feel less special if priest also had it.
