It seems like it may or may not be a bug but I just started playing Evoker and noticed that you do not revert to aspect form after using hover even when not in combat.
If you read the tooltip on chosen identity, it states that it reverts you to visage only after leaving combat or leaving soar, hover has buying to do with it.
If you start to cast empowers out of combat it will also not shift you back.
