I honestly don’t understand why, even if not against the ToS, they would stick their neck out to defend harassing other players by repeatedly killing low level quest NPCs.
One can only assume that the stance this comes from is as a player who also enjoys harassing others by doing similar things such as killing quest NPCs, which by default makes it a bias argument.
Killing quest givers for hours at a time to prevent others from enjoying their game isn’t a sign of a well adjusted individual.

Generally speaking you can just use < > brackets on any old garbage to fill up the character limit, just ensure the < does not have a space before the first letter and the same with > not following a space.

I’m pretty sure you’re not qualified to make that assessment. Otherwise, someone could say the same thing about someone crying on the forums about it.
People have been killing quest givers since the beginning. Even during those times when the sub pop was reported to be around 12 million.
Sort of, it didn’t really matter if it was a PvP or a Normal server (there was never a such thing as a PvE server), if those people were seen by GMs to be disrupting a zone then yes action could be taken. As noted by the Blues on the forum though that was in very very rare circumstances and usually was measured in days or for instances like kitting elites into a faction hub.
Even on normal servers it was always seen as a PvP solution, since attacking a quest giver marks someone for PvP they are attackable and there is a PvP solution. This is straight from Blizzard and not really my opinion, personally I think it is boring and not at all nice to do, however Blizzard has stated their stance on the matter.
So yes some people have been actioned for what the OP is talking about, but it didn’t matter what the server type was, and it required a very specific type of instance for it to happen.
Bringing up an issue that should have been corrected long ago isn’t “crying”.
I’ve been through Westfall a few times when all of sentinel hill was dead.
Does it suck to have a quest giver dead and having to wait for it to respawn, sure. But it’s not the end of the world. The npc will be back, and eventually those players killing npcs will move on. Just switch to another zone until they get bored. If they’re still killing the npcs after a few hours have past, report them for zone disruption.
You’re making a mountain out of a mole hill. The only thing lost is a bit of time.

That’s true. I was levelling a KT Rogue over in the Draenei start area. I had reached the second to last set of quests where you have to kill some eredar thing in the Vector Coil, and you get escorted by Demolitionist Legoso. A lower level Forsaken player killed the Demolitionist a couple of times on me, even though I was on a non-PVP realm with warmode off. I think his Voidwalker was bored or something.
I thought the idea with warmode was that out in the world, you were not even in the same shard as players who had it switched opposite to you. Oh well. I just ran a dungeon and came back later on and finished the escort.

They did this multiple times. The minute the quest giver respawned they would kill it again, stealth and wait for the next respawn.

I get really tired of people saying someone shouldn’t be playing a mmorpg, or doing anything for that matter, just because they don’t think toxic behavior should be tolerated.
Players have been killing quest npcs since UO. Some do it for the kicks, some do it to try to envoke some pvp, others have their own reasons.
Beyond that, if someone has only a limited amount of time in a day, a mmorpg which are all about time sinks is likely not the best choice. Especially a mmo that is known to have open world pvp. Or they need to plan their day better.
