No, that was in S2. Holy had pretty non existent utility at the start of SL so they buffed Divine Hymn first and then Symbol of Hope.
It wasn’t until 9.1.5 when I could freely play Kyrian and start blasting with Boon of the Ascended. S3 brought the dual lego Kyrian + Flash Concentration.
Holy Priests were basically neutered in the DF beta prior to launch with hps/dps nerfs and they’ve made a lot of changes between the expansion launch and now. We got actual real AOE damage now between Rhapsody + Burning Vehemence and my throughput is a lot higher.
There’s a much more major difference between DF S1 Holy and S2 Holy compared to say SL S1 Holy and SL S3 Holy.
That’s essentially what my point was - none of the stuff that Semicasual mentioned has made priest meta until 10.1. Maybe holy wasn’t overtuned at the end of SL, I could well be wrong, but the point is that the only reason holy became meta was because people believed it to be substantially stronger than the other healers purely in terms of numbers. None of priest’s utility factored into that situation.
That’s also why the priest forums were clamoring for some universal utility during DF beta; PI notwithstanding, what we have is great but extremely niche, so it’s either considered useless as it has been historically or, as is now happening for the first time, mandatory.
Priest was hard meta in TJS, but it gained popularity in the second half season 1 because…wait for it…shadow got buffed to the moon during the first half, and even then that meta had huge variety where priest was great but nowhere near mandatory. It wasn’t because of MD (except in TJS). It wasn’t because of Mind Soothe. It wasn’t because of PWF or PI. VE could be considered a factor, but VE is a function of shadow’s (then) overbuffed damage and has been repeatedly nerfed since.
Shadow’s status this season is entirely due to the nature of the dungeon pool heavily favoring priest utility for the first time in M+ history.

You don’t need a priest they’re just strong right now duh, they have mass dispel which is useful this season. They bring utility and big damage. That’s why people want them
