Joke is, Emberthal isn’t even the leader of all Dracthyr. She was literally a leader of no one (everyone she would have been leading was dead before Dragonflight). The only Dracthyr she leads now are the group of Dracthyr we were killing up until this point.
Pretty much, she’s there to be sad talking to Ebyssian to showcase the new Black Aspect and her “ranking” is equal to the Healing Wings leader that said “I don’t want to lead” before everyone followed them anyway and the two leaders that split off to the Horde and Alliance. Oh, and Sarkareth who she took the place of as a non-villain.
