I wish we could at least do some hats… I want to wear a santa hat on my evoker.

Because Blizzard is lazy and don’t want to make the textures/models of all the existing gear to that specific race. It’s that simple. They know they can get away with doing the bare minimum.
Devs are too lazy to make the armor fit the dragon models, so it’s never going to happen. That along with the rather meh nature of the class means I won’t be playing a dracthyr or an evoker probably ever
I think it’d be one thing for them to have limited armor types in the dragon form, but it is patently ridiculous that (1) they can’t transmog the tier sets, armor literally custom for the class, and (2) they still clip through the “custom” armor from the barbershop in some types and customizations.
These points are rather inexcusable, I’d think.

My guess is that because of the way transmog between Visage and Dracthyr is set up, it would completely invalidate the barbershop armour and stop you from ever seeing some of those pieces.
Edit: To clarify. Full transmog for Dracthyr would be wonderful for those who prefer mail armour, and terrible for those that prefer the barbershop armour. Any mail armour overwrites the barbershop armour, and you can’t hide legs at all. Which means you end up with a naked Visage if you want to hide everything. Well, mostly naked. You would be stuck with pants you didn’t want because you can’t hide pants. 
All I have found for Dracthyr are these outfits for the visage forms.
At least the dragonflight armors can make the Dracthyr fancy.
It would probably be a mountain of work to go back and refit all the existing mogs to the models.
Moving forwards they’re might be some new ones, but other wise it’s probably the same level of work as adding mogs to cat and bear form would be. They would have to brute force it and make special versions of tens of thousand of mogs to fit the models.

Because They had to rush the dracthyr, its why it only had 2 specs, and could not mog half your armor in dragon form and then sold it as a ‘feature.’ when ever other race in the game including non playable once can have armor put on them and strapped to their model.
Basically, its not a bug its a feature.
It’s annoying because some of the dracthyr npcs have hats on. Sure, they can limit the ones they can use, but like the flower crowns and hat types instead of helmet types would be nice.

Because they are too lazy.
The least they could do is let us mog the forms separately so its not always mismatched
Doubt they ever plan to give us real Tmog.
Seeing we have armour in the barbershop, that shows they dusted their hands off and think the jobs done.
Class tier sets should unlock more barber shop armour though, it’s a bit lame we can’t see our own class armour.

I want to be able to wear a hat in my Dracthyr form.
The Dracthyr in Stormwind can, so why can’t I?
As a viera player in ffxiv, i feel your pain OP. It sucks and im sorry :(.
It’s not a bug. So there is no hotfix. It’s by design, because the amount of work to go into making armor work correctly with their models.
Current devs are incapable of such a task.
Here’s hoping the Microsoft merger goes through n they bring on a decent team.

God I cant wait for that. This game will improve 10x when they dont have an incompetent company running em into the ground
Activision, where studios go to die.
It will be sad if those themed sets are restricted in their true form as well.
