In my opinion, he should’ve stuck to his BfA portrayal. He wasn’t a villain then. At least not any more of a villain than the rest of the Horde.
In my opinion they should have just let him disappear.
It maybe that Blizzard had decided it OK to make him a villain because he was “only a racial leader”, and a former one at that. But it raises the concern that they just can’t help but see the Horde as a source of plot villains and are interested in reasons why it is OK to keep villain-batting Horde characters.
That means absolutely nothing, that’s an in-game mechanic
