You kind of have to look at what type of person would actually WANT to play as the Forsaken. The Forsaken motto is, “Death to the Scourge and Death to the Living!” That’s pretty much EVERYONE else in Azeroth who is not Forsaken.
Their faction leader is basically a lesser version of the Lich King; using dark magic to create more Undead that are loyal to her rather than him. Their apothecaries are busy night and day making poisons and plague to spread to the rest of Azeroth until the entire planet is covered like the Plaguelands and the Forsaken are the only sentient beings left.
That faction is really only going to appeal to a certain kind of player. Remember the Horde in general have no issues with the practice of dark magics, enslaving peoples, or generally preying on those whom they consider weaker than themselves. This is not a new mindset, to be sure. But playing it will only really appeal to a certain set of individuals who also align with those values.
I would actually be MORE surprised if people who play as the Horde, and as the Forsaken in particular, were not ganking lowbies or behaving in a manner that doesn’t align with Horde values. They chose their faction and race for a reason and that reason was NOT to be valorous, kind, or considerate. The rest of the Horde would laugh at them. 
In a way, it is quite sad that with The Burning Crusade that both the Shaman and Paladin classes loose their lore identities entirely. The Shaman were supposed to be the spiritual leaders of the Horde and could have perhaps guided them away from the whole “might makes right / kill or enslave everything that is not us” attitude that the Horde generally have. Paladins were supposed to be righteous, just, and good and they unfortunately lose that lore when Blood Elves are allowed to be Paladins as the Blood Elf code can be easily defined with just one word, "MINE!!!"
You only really need look at the core values that a faction espouses to get your answer as to why someone who would want to play as a member of that faction or race would act accordingly.

Uhm, I really don’t know how to tell you this but DND alignments are clearly not what you think.
Chaotic Evil is the idea that they should be free to do as they please, but with a mentality that the strong are the only ones with that liberty, anything lesser is meant to be a slave. Think Totalitarian.
Chaotic Neutral players are just mostly about the freedom to do as they wish and that everything has its own ambitions. Think Ayn Rand influenced Libertarian.

Nice treatise on the psychological motivations for the choice of the race of forsaken in wow. But consider this: I like the animations of female forsaken better than other races. Before you write part 2, treatise on the psychological motivations for the choice of the race of troll in wow consider this: I like the animation of male trolls second best of the other races.

I know what alignments are. I mean the sort of person who plays Chaotic Neutral and then acts Chaotic Evil and then tries to justify it by “I’m just playing my character”. Or who tries to screw with the other players or NPCs just because and uses their alignment to justify it as “playing in character”. Now I haven’t played D&D since 4th but I’m pretty sure alignments haven’t changed that much.
In all fairness, there are lore related reason for most of the way the different factions behave.
If you haven’t already, I highly suggest to roll a Forsaken character in this original version of WoW (or as near as can be) and take a look-see at some of their quests and lore. When I first trialed World of Warcraft, oh so long ago, I had not played Warcraft III (I know, SACRILEGE!) 
When I saw that there was an undead race (since mind you, in most lore the undead cannot reproduce) I immediately rolled one to see what their story was all about. What I was really interested in was my former life. Who was I before I died? What part of the story did my character play? Unfortunately nothing like that really plays out as a Forsaken character. You are told what you choose to do with this “second life” is up to you, but there really is no mention of who you were originally nor where you came from (other than the starting graveyard that apparently has an infinite number of corpses buried within it.) Although the story of Lilian Voss is touching, most of the quests you undertake as a Forsaken are rather brutal. There is some defense of your people involved (the Scarlet Monastery and their ken), but most of the quests involve either furthering the poisoning and infection of the world of Azeroth and/or the invasion and killing of several villages and villagers nearby. At some point you are sent to Hillsbrad to start killing farmers. While Alliance quests also involve killing and are not exempt from some gray or black moral areas, for the most part the Forsaken quests are ALL about killing, killing, killing, poisoning, infecting, and lets not forget some more killing…
A playthrough might give you some insight as to just why some people would prefer to play the faction and what it is about representing them that appeals to them. Of course, they could just be Goths as well and enjoy the atmosphere and style of the Forsaken. But seeing the other side could help answer some of the questions you have posed.

All this talk about Classic Forsaken lore couldn’t have came at a better time. Today I actually bothered to do the quest Nothing But The Truth. While just a two parter, the ending actually totally surprised me. It was the first time I’ve had an emotional response to a quest in a years and reminded me what the Classic Undead were like.

Same reason 99% of Alliance twinks are all Gnome try-hards and same reason Gnomes are usually the Horde gankers: racials. All the try-hard pvpers pick Gnomes and Undead for their racials and no other reason because race is just a stat to pvp on for them and dont actually care what they play.

Why do you redditors always have this line of thinking? Instead of considering the argument you just make up some sort of personal flaw of the OP (ad hominem btw) that can explain away their allegedly incorrect assumption.
For your information there is in fact patterns and behavior that can be derived from race and class picks. Certain people with certain playstyles prefer to play certain races and classes. There is even patterns that can be observed about Horde vs Alliance players. For example the fact that more children and females play alliance. This has been verified (inb4 redditor asks for source)
But in this case its a pretty obvious answer. PvPers pick undead for racials and PvPers are more likely to gank and/or attack other players in general. I for one only picked undead because I wanted to play a Horde mage and Troll mages are stupid.

I am the biggest care bear going , I play on PvP servers because of the craptastic people that they attract, keeps me sharp. I also play both sides and I can say Horde has a larger douchenozzle population per capita BUT Alliance makes up for it with the magnitude of their douchenozzles.

I mean this game kinda does that with racial traits. dwarf priest fear ward is op. Makes them the superior priest alliance side. Horde undead RACIAL for pvp makes them op. Orc RACIAL stun resist. Human RACIAL swd skill. RACIALS are built into this game.
