Has it been a joke recently? Yes. Was it always like that? No. Only the people who were always bad at it make this claim, sorry.
It was fine all through BC/Wrath/Cata/MoP and maybe WoD. The new devs are not suited to handle pvp in this game, that appears to be the problem.
No offense but those are just awful pve zergfests : /.
