Why am I only getting 2 pieces of loot per boss in BT?

Looking to pick up some TBC xmogs, but BT seems to be different than other TBC 25 mans? I get 3-5 pieces of loot in Gruul, TK, and SSC. In BT, I get 2 pieces of non-specialized loot (i.e., I get cloth/plate/mail on leather class)

Is this intended?

My guess is that this is some silly side effect of their recent change to Timewalking raids which nerfs how much loot the bosses drop. Perhaps that nerf carried over to non-timewalking as well.
