Some twink players just want to be in low level brackets not stomp levelers.
Also, twinks have to face other twinks and do not fall into the category of “dominate others who have no chance to compete against you.”
Imagine wearing brass knuckles (PvE trinkets/Get’ikku) and getting jacked on PEDs (Corruption) whilst being 50 pounds heavier (item level) then your opponent in the octagon. That’s PvP right now. Oh you can also throw a motorcycle at the other guy too.
it actually does scale, but only at certain intervals, and doesn’t scale past a baseline. so if you’re less geared than the baseline normal dungeon gear, your dps and hp and damage taken are scaled to about that level of gear, but after that it’s not scaled at all
so if you’re under that gear level with only 80k hp, a fully 475 geared warlock isn’t going to one hit you with a chaos bolt, but they will still kill you fast enough it won’t matter much.
