I don’t know, it’s a bit weird like that with the non-linear story so that very much could be true. I’m simply basing my current opinions on what a lot of the lore buffs are saying at the moment as they all appear to be a bit unsure as well.
Hopefully Blizzard clarifies it at some point so that we have a definitive answer on the issue.

Screw Mexican Pizza. They got rid of Double Decker Tacos! They deserve far worse than the Maw.
They already got rid of the seven layer burrito! And the encharito some years ago… Between those, the soon to be gone Mexican pizza and their love of odd sauces/plastic cheese whiz… I am not sure if I can forgive them.

The leaders trapped by the Jailer are trapped because he wants to prep them up so that the Runecarver can turn them into weapons like Remornia and Frostmourne.

Yes. Souls of interest in the Maw are turned into Artifact Weapons. Remornia shows that they are quite sentient.
Frostmourne unlike Remornia was completely mindwiped and thus couldn’t speak until Arthas grabbed it upon which Frostmourne ate most of his Soul and took over his body while oblivious to it’s true identity assuming itself to be Arthas while a sliver of Arthas himself struggled to stop the amnesiac Death Knight controlling him.
Yes you heard me: Blizzard has turned Arthas from a puppet of Ner’zhul into a puppet of Frostmourne itself!
Frostmourne of course was forged into a Runeblade in the Maw so it was someone sentenced there by Revendreth’s Venthyr themselves so Lich King Frostmourne’s heinous crimes are quite precedented. The Runeblade is quite ill-tempered and thinks of itself as holding power over life and death.
What is Frostmourne’s original name before being turned into a Runeblade? Probably Frostmourne as Remornia sounds like a person’s name so one would think the Jailer would let all of the Maw’s weapons retain their name.
I imagine Sylvanas is just waiting to grab the Blades of the Fallen Prince so that she can torture Frostmourne for what he did to her…probably using Arthas after he had been turned into a Runeblade himself if not a smelting Runehammer.
She wants to completely destroy the afterlife. As it currently stands it’s more of a duty, and everybody has a certain function in the afterlife. So she wants to set us free from that.
This explanation doesn’t make sense to me. If you entirely break the afterlife, what happens to souls on a persons death? Oblivion. But Oblivion is what the Void seeks, and if I remember right, it was Sylvanas that said the Void will serve Death in the end.
Well… unless Sylvanas has now switched to Team Void during one of her 60th Dimensional Chess moves.
Everyone who died after Ysera is definitely there, as she was one of the last souls to be judged by the Arbiter.
But if we’re talking prior, I’d guess that most of the Scarlet Crusade is there, OG Gul’dan, and most of the orcs who participated in the draenic slaughter on Outland.
Honestly, the Alliance didn’t have many people who were unredeemable until Arthas came along, and even then, Arthas was unredeemable due to being corrupted by Frostmourne, not by his own devices. He probably would’ve ended up in Maldraxxus because of his ‘by any means necessary’ attitude to getting something done.
Sylvanas hijacked the process - all souls now go to the Maw which is why there is a drought of anima (aka soul juice). It really doesn’t make a lot of sense to me.
But that would have happened after they would have died.
Since when is he not dead? Dude’s own body ripped itself apart, following by a second patented anti-expansion boss Kamehameha that disintegrated him.

Not from how they explained it (unless I am mistaken) - the souls originally went to Oribos and the Arbiter who then decided which realm they were directed to, bringing anima with them to each realm. That process was upset by Sylvanas and the Jailer who slipped the Arbiter a mickey and now all souls and anima go to The Maw.
