Yes that one. Also the only dev that gives a crap if you talk to people in the upper end of performance in the community.

Of course not. After all, no one in their right mind wants to play their MC outside of raid times… 
You can always get them closer to raid. It’s what I did but it requires a lively player base to be able to pump out the buffs every day.
Interesting fix might be to just make turning in the head repeatable with no reward other than the RP/buff drop, but that also is kind of…anti RP to what those quests are so idk.
