I would almost say Rogues, Sprint Burst makes you crazy fast for a decent amount of time, on top of being a relatively low CD.
Theres also Shamans with their Spectral Form, specially with the stacking speed buff, but that cant be used in combat.

Fastest more in terms of not being able to get caught rather than all out speed.
Which spec of rogue?
It really depends on what spec you are when trying to catch them.
For example a Druid is very hard for a Mage to catch, because they’re Poly immune and are essentially immune to slows and roots.
Rogue can essentially escape anything though with Cloak, Evasion, and Vanish.
But in terms of a long haul chasing someone across a map, I think DHs are almost impossible to lock down.
Hilariously enough if you combine a Worgen Rogue, they can be idiotically fast, since their racial stacks with Sprint Burst.
Add immunity from Cloak of Shadows and youre unstoppable.
What spec do you play?
I would say outlaw rogues, sprint, 2 hooks and vanishes
Make it a dragon Rogue and then you can jump off any cliff to help you get away. Fall till right before the ground n hit jump again n you’ll hit the air brakes n land with no dmg from the fall.
WW monk has an inherent speed boost, flying kick, roll, tiger’s lust, and a teleport. They also have their own version of cloak of shadows.
Worgen ww monk. The jettiest of all race/class/specs aside from worgen feral druid.

any of them. you have print and vanish on all specs.
At max level, probably a demon hunter. Druids and monks can be fast also.
If you’re just talking about speed, low level twinks, particularly druid or warrior. 10 druid or 11 warrior would have 49% speed stat cap + 10% boot speed enchant + 30% cat form or 30% from war machine procs for warrior. A 13 druid twink can have all of that +15% more form feline swiftness and has access to prowl. They would run at 189% or 204% for the 13 druid.
