It’s Dark Tidings event that is foreshadowing dark times acomin’.
Looks like the game is actually working as if it were nighttime too. ash’adar, the nightelf racial, and rising light, falling night (druid talent) are all working as if it were night.

There are two moons, just fyi. It may be the other one and not seen in the same area. Unknown. I’m not in game to check.
