When is BFA considered base game?

If my character is 110 now with just base game, will i be able to level to 50 in the prepatch, or only when shadowlands drops?

So far there’s been no announcement so we can’t say for sure yet, but that is how it worked when BFA was released. Legion was rolled into the base game in the 8.0 prepatch.
