If someone’s asking for discord in a PUG, it’s because they have a discord server already for you to join. You don’t have to make your own.
And making a server takes 2 button clicks it’s hardly an onerous task.

I wasn’t even arguing anything, I just made a comment that voice chat is not commonly used in pugs from my experience and offered what seemed like an obvious reason. You seemed to take offense at something that wasn’t happening.
You gave 2 very different reasons. The first one is clearly nonsense, you don’t need any equipment to join a discord and listen to calls. You don’t need to create a server. All you need to do is agree to listen.
The 2nd reason you gave, “the desire to join” is the correct one. They just feel they don’t need to listen to anyone, i.e. it’s beneath them.
Everyone’s giving reasons for why they don’t like using it, but it all sounds like you folks never liked using it/never used it.
I’m legit wondering why folks pushing keys 15 and beyond, when that used to be almost everyone four months ago, is now practically nil. That’s the far more puzzling change.
The reason I see for the massive decline in the number of M+ runs, it’s not worth the effort. Granted that’s if your goal is gear upgrades. Some run M+ For the challenge and all the power to them.
Human nature is to take the path of least resistance. Currently the most efficient way to get great gear, PVP and honor upgrades on the items.
Current raid and M+, it’s possible to go weeks without seeing an upgrade. The great vault offers choice, but sometimes the choice is something you already have or for a slot you’ve got a lego in.
Every PvP run at the moment rewards you with currency. Win or loss. You can lose all week long and still eventually upgrade an item.
With the valor system coming in the next patch (on PTR now) you have to re-farm your items, then every run M+ run and callings will give you valor to upgrade those items.
My guess, people are holding off until then.

The main reason I avoid those groups is because I don’t want to hear people complain when someone is inevitably hit by something avoidable. It happens, and it will happen. Given how fast people become unglued these days over literally nothing it’s just something I’d rather keep to chat.
Probably because it isn’t actually required. For the most part, coordination until at least KSM is fairly simple. You can quickly type something like “I’ll get X” or “I’ll stun first”, or “Me → Sham → Rogue” and cover just about all that’s actually required while on the way to the pack/boss.

I think it’s weird to shorthand “don’t need to listen to anyone” as “it’s beneath them”.
Some people, yeah, actually don’t have speakers or mics, or are playing in a setting that wouldn’t really let them use them. Maybe they have a speaker and no headphones, but have a sleeping partner in the room and don’t want to wake them up. Maybe they’ve been working all day with headphones on, and kinda want to have a break from headphones in their leisure time.
Some people literally don’t play games for voice chat or consider voice an important part of their video game experience. This is true in WoW just as much as an FPS, MoBA, or Arcade style game.
Some people are introverts, or would experience anxiety dealing with having to communicate to random strangers over voice.
Some people are women, and don’t really want to deal with men being men on the internet.
Some people have various traumas in their history, and rolling the dice on anonymous strangers not being abusive, racist, or otherwise problematic is not really worth it. WoW certainly still has plenty of those.
Some people are disabled in a way that voice chat isn’t really an option, e.g. speech impediments, can’t hear, etc.
Some people straight up don’t take the game so seriously that they need the benefits of increased coordination etc., to have fun. They might even be multitasking and watching something on the TV or another screen, or listening to music.
(Minor) Some people don’t want to keep including more apps and things in their regular use, and with the possible requirement of Skype, Zoom, Hangouts, etc. for other uses such as work, or family, yet another app is just not something they are interested in using.
None of those are “illegitimate” or “excuses”, and it’s weird to just disregard that. It’s entirely plausible (note: I’m not claiming probable, I certainly don’t have accurate numbers) that when you add all of them together, that covers more people in the playerbase than not.

I too wish M+ pugs use Discord more. But the reality is that Discord can only add value if everyone has discipline and good communication.
Back in BfA when Discord was popular among pugs, I felt disturbed daily by the lonely chatty folks. There are a lot of people who are just lonely and play WoW to get out of it. I get it, but we are not your shrinks to listen to all your real life problems and complains throughout the whole run.
And then there was the toxicity. In any stressful and challenging content, if you pugged and used Discord, it would turn into a war of insults if something went wrong. I had people yelling at me all the time. Often it wasn’t even for that I made a mistake. Like, once a guy started yelling angrily because he had a bad headache and wanted to vent.
I don’t even like discord (or zoom/telecommuting for that matter) with people that I know. I certainly don’t want to have to listen to a bunch of rando’s just to do a 5 man dungeon that everyone should already know the mechanics for. That said, I’d still join in and listen if the rest of the group was using it.
So, what I’m taking away from this thread, is PUGs have a lot of toxic behavior. Wow, I am shocked /s
I think it’s safe to say that Discord/voice comms is not the issue. People being toxic, in a large variety of ways is the issue. If you want to perform better, and rise in IO score you need coordination. You don’t have time to type out that your interrupt got sniped at the same time, that you have big cool downs ready, etc. (Yes, I know you can have an addon to track the party’s cool downs). Don’t take abuse, I’m not advocating that. Report them, and move on.
Low keys is more about basic mechanics and dps. Not required under 20 in my experience. If doing first week keys maybe since low gear.
I’ll join if asked but not phased.
I found most people pretty averse to getting on comms even in BfA. It’d be nice if more people were willing to get in voice chat. It’s always frustrating to see people overlapping CC/interrupts and then having nothing to stop the next big threat. >_<
