And lore wise Hozen aren’t that important to the Horde despite the occasional NPC making an appearance. The same is true with High Elves.

The real reason why Hozen can’t be playable is because they only live up to 20 years.

It would be hard to justify a Hozen character remaining alive as the expansions go and not dying of old age.
