Is a warlock running around with 2.7m health and one shotting everyone with powers intentional or a bug/exploit?
Its from the PvP world quest area. There are mobs that drop the equivalent of anima orbs that grant power ups. Some powers stack indefinitely which is intended and you were probably around that general area to get one shot by the player.
