Correct, but not borrowed power specific content made just for the system, like torghast. Or requiring extra content grinding beyond what you might normally want to do, like artifact/azerite/anima grinding. OR, layers of RNG involved with getting the correct powers, like on azerite armor.
I’m not really sure what we are arguing about here TBH. I said that the cloak was technically borrowed power but not a big deal because it requires no extra content or grinding. It seemed like you were arguing that. I guess if someone didn’t do any sort of endgame content at all normally, then sure maybe they have to do some extra content to keep up with the cloak… but if they don’t do anything in the game anyway then why worry about the cloak.
