What the heck is an evoker?
Given what lore is available at the moment, the best description for an Evoker can be summed up to them being battle mages who call upon the powers of all 5 flights. At the moment, they can either specialize into Devastation (Blue + Red) or Preservation (Bronze + Green). In 10.1.5, Evokers will be able to tap into the Black dragon flight with the Augmentation specialization (Black + Bronze).
Dracthyr themselves are an experimental race created by the former Aspect of the Black Dragonflight, Neltharion. Their sole purpose was to be the ultimate draconic warriors (in a militaristic sense, not necessarily class-wise). Ultimately, they were deemed a failed experiment and thus sealed away for the entire duration of WoW’s story until they reawakened following Raszageth’s release at the start of Dragonflight.
It’s basically blizzard’s take on a DnD Sorcerer. Innate magical ability (either by circumstance of birth or magical accident) without the intimate knowledge on how it works like a Wizard does. They can also change or add effects to their spells, while having fewer of them than a Wizard would.
Evoker is much the same as that.

Probably the closest thing to a fusion of race/class in the game at the moment. Basically you are playing a Dracthyr and this is how they combat right now, there is potential to be other classes in the future but this is their default mode of combat. They rely on the magics of the dragonflights to heal and deal damage from afar.
Basically the closest thing we are getting to a dragon class we get deep breath tail swipe and the other classics and some time based healing stuff at the cost of our ability to use mogs.
