Are the Bretons considered Mer?
Saurok will always be a top hope for me for any expansion. 
But a more reasonable hope for Midnight would be San’layn. The whole uniting the Elf Tribes theme, revamping of the Blood Elf areas, and return to Northrend in The Last Titan really line things quite nicely for Horde San’layn to become playable, preferable as their own race. 
That said, I’ll still keep hope for my most wanted playable races to become a reality.

You may not know this, but there are a lot of people who want High Elves, San’layn or Forest Trolls as a new playable race.
People don’t want race that comes out of nowhere.

Its the perfect metzen left hook to follow up with the right jab of playable naga and it pairs uncanny for a void expansion.
Horde get cencentaurs - a race of half centaur, half horse.
Alliance get forest dwarves.

I mean if they allowed DK’s to change eye customizations it can work. San’layn had always used nothing but blood magic anyways, they are vampires after all.

These two are fine because they aren’t in game or playable yet so people wanting them is okay, High Elves already exist as Blood Elves which is the whole reason they weren’t given to Alliance and instead they got Void Elves the quicker people like you accept this the better off you will be.
I don’t see why not, it’s a great way to get something different and new and not something lame and rehashed we already have on either faction because that’s what people like you are pushing for.

Im going to throw Dark Trolls out there
The blood elf starting zone will potentially be updated (elven reunification), Blizzard could also merge VE/BE to become a neutral race like pandaren, with the race tag option (high elf/blood elf/void elf).
Everything is possible.

No more elves, we have 4 elves already. That is 3 Elves too many.
I’m hoping for a Black Empire 3rd faction with Naga and other creepy-crawlies. A truly evil playable faction. Just a dream … but a nice one.
As for just randoms? Maybe Arathi if they’re not added in TWW. And please Blizz! … skinny humans with wizard beard options.
