Lore isn’t the issue, here. Fan fiction is generally protected and even encouraged (so long as you’re not making money off of it without their permission.) Events that happen inside the game are probably Blizzard’s IP. The actual game code itself is copyrighted. We pay a license fee in order to use it. If you’re playing some version of the game without paying a license fee, you’re stealing.

From a lore standpoint or creation of the lore behind Warcraft is what I took Härland to be referring. So in that respect who could possibly hold an interest? Games Workshop? The Tolkein Estate? Or other fantasy sources? But I could be incorrect in what was meant by his comment.
If so then the party that believes their property has been used without permission or citation could bring grievance. Similar to how Blizzard treats pirate servers.
You steal from one source, it’s plagarism.
You steal from three or more sources, it’s research.

Yes it’s definitely WoW Classic+ now. It would be very interesting to have community realms.
