Never been a single socialist country in any of those places. “Dictators” get to “dictate” everything about their country, including their exact official title. Having a “dictator” call their country a “People’s Republic of Moon Zombie Crawdads” doesn’t make them any less a dictatorship or any more socialist, communist, moon-based or zombie crawdads.

Social engineering never works out well. Trying to make people conform by forceful means will never work, especially if those Social Contracts are basically a feel good gesture pushing YOU’RE values, or perceived social norms.
Communities regularly have social contracts and expectations for their members. This is neither uncommon nor particularly ineffective.
Every team or organization you have or will be a part of will have some sort of agreement for proper social behavior.
Our entire society and code of laws is social engineering.
