I think its anyone who doesn’t really prioritize their “progression” during their play time (whatever type of progression they are into, be it pvp, raiding, transmogs, goblining etc) people who pop on for however long, do a few things for fun then log off without any real push towards whatever their goal is. (doesn’t mean they don’t have goals, or never work on them, just don’t prioritize it)
