Most Corruptions scale with ilevel. The only exceptions are Echoing Void and Twilight Devasation I think.
The proc from Rank 3 Infinite Stars does a lot more damage when its on a 475 piece than on a 410. The increase isn’t just the extra secondary stats on the higher ilevel gear. The proc itself ticks for a much higher number.
Given that, I’m not sure it would be fair to bank corruption the way you are suggesting.
Just by stripping the corruption off a low ilevel piece and reapplying it to a higher ilevel piece might gain you 10,000 or more DPS. That doesn’t seem fair.
